Loomio: sovereignty score and 8 European alternatives

Loomio is software for collaborative decision-making in groups and organisations. A group gets a dedicated space to discuss a question, share context and documents, vote while giving reasons and record the outcome. It is used by associations, unions, boards, cooperatives, housing co-ops and campaign groups. Loomio is available as a hosted service at loomio.com and as open-source software that you can install on your own server.

Loomio is built by Loomio Cooperative Limited, a worker-owned cooperative in New Zealand, which is outside the EU. The source code is published on GitHub under the AGPL-3.0 licence. For the hosted service, Loomio states that its data infrastructure is located in the United States, the European Union, Australia and New Zealand, and its website offers hosting in the USA, the EU or Australia/New Zealand. Loomio publishes a data processing addendum that includes the European Commission's standard contractual clauses. If you self-host, you decide where the data is stored.

Why digital sovereignty matters with Loomio

Loomio is headquartered in NZ, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

Loomio hosts data in US, EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Loomio is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Loomio together with your other vendors and gives a total score, a heatmap and the main risk drivers.
