Masterportal is an open-source toolkit for building web geoportals and map applications. It displays common geodata formats and builds on OGC standards such as WMS, WFS, CS-W and WPS, so it fits existing spatial data infrastructures. Portals are configured without programming, work on desktop, tablet and phone, and offer features such as routing, 3D views, filtering and metadata for each map layer. Masterportal is a client-side viewer: it needs only a web server and a set of geoservices, and it stores no data of its own.
The software is developed by and for public administrations. The project website is run by Hamburg's Landesbetrieb Geoinformation und Vermessung, and an implementation partnership of public institutions helps steer further development. Masterportal is released under the MIT licence and can be used without joining that partnership, so you can run a portal entirely on your own infrastructure. Professional support is available from various IT service providers. The project is listed in the German openCode software directory.
