Nebula Genomics: sovereignty score and 8 European alternatives

Nebula Genomics is a consumer service for whole-genome sequencing, which reads a person's complete DNA. Customers order a test kit and receive results on health, traits and ancestry through an online portal. Nebula also offers an oral microbiome profile. Since 2024 the offer has also been sold as DNA Complete, and the nebula.org website is run under that name. It is a closed commercial service, with no open-source code and no self-hosting option.

Nebula Genomics was acquired in 2021 by ProPhase Labs, a listed US company, and falls under US jurisdiction. Its privacy policy names DNA Complete, Inc. in Uniondale, New York. According to the policy, personal information may be stored and processed in any country where the company or its service providers operate. Data of users in the EEA, Switzerland and the United Kingdom is transferred to the United States for processing. For EEA users, Nebula Genomics, Inc. is the controller, with an EU representative, and genetic data is processed only with explicit consent.

Why digital sovereignty matters with Nebula Genomics

Nebula Genomics is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Nebula Genomics hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Nebula Genomics is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Nebula Genomics together with your other vendors and gives a total score, a heatmap and the main risk drivers.
