OptScale: sovereignty score and 6 European alternatives

OptScale is an open-source FinOps and cloud cost optimisation platform from Hystax. It connects to AWS, Microsoft Azure, Google Cloud, Alibaba Cloud and Kubernetes clusters and analyses spend to find waste. Features include detection of unused resources, rightsizing suggestions, scheduled power management for non-production environments, analysis of reserved instance, savings plan and spot usage, budget alerts, tag-based cost attribution, Databricks cost analytics and Kubernetes cost allocation. Engineering and finance teams can run it themselves; the vendor also describes cloud-hosted and on-premises options for its OptScale products.

Hystax is headquartered in Sunnyvale, California, so the vendor falls under US jurisdiction. The software, however, is published on GitHub under the Apache 2.0 licence. You can deploy it yourself, using Docker Compose for evaluation or Kubernetes for production, and keep cost data on infrastructure in a location you choose. Because no vendor-operated service is then needed, exposure to US law such as the CLOUD Act is reduced. The vendor does not state where its hosted service runs.

Why digital sovereignty matters with OptScale

OptScale is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

OptScale hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

OptScale is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs OptScale together with your other vendors and gives a total score, a heatmap and the main risk drivers.
