Rakuten TV: sovereignty score and 8 European alternatives

Rakuten TV is a film and television streaming service that offers titles to rent or buy, subscription content and a set of free channels. It started in Spain in 2010 under the name Wuaki.tv and now serves several European markets. The service is operated from Barcelona by Rakuten TV Europe, while Rakuten runs a separate offer in Japan.

Rakuten TV Europe is based in Barcelona, Spain, but its parent company is the Japanese Rakuten Group. For a European organisation, the operating company is European while the group that owns it sits outside the EU. The sources used for this text did not state where customer data is stored or which entity acts as data controller, and the service is not open source. Anyone who wishes to rely on it should check the privacy terms directly.

Why digital sovereignty matters with Rakuten TV

Rakuten TV is headquartered in ES and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data. The ultimate owner is based in JP. Foreign control undermines part of the certainty a European headquarters offers.

Data is hosted exclusively in the EU, so Rakuten TV scores best on data residency.

Rakuten TV is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Rakuten TV together with your other vendors and gives a total score, a heatmap and the main risk drivers.
