Merchants use it to set up a store, manage products and orders, and connect payment, delivery and other services. The operator publishes API documentation and an app store. The platform is delivered as a hosted cloud service; the operator's website mentions no open-source or self-hostable edition.

The operator is cyber_Folks S.A., registered in Poznań, Poland, which its privacy notice names as the data controller for personal data processed on the Shoper site. In May 2026 the companies announced a plan to merge Shoper and cyber_Folks; shareholders still have to approve it. Because both companies are Polish, no non-European ownership arises. The location of the data centres that store shop data is not stated on the website, so European organisations should ask for it and record it in the data processing agreement.
