Spot by Flexera: sovereignty score and 6 European alternatives

Spot by Flexera is a set of products for cloud cost management and FinOps in multi-cloud environments. The portfolio includes Eco, which manages cloud commitments such as reserved instances and savings plans on AWS, Azure and Google Cloud; Ocean, which manages Kubernetes infrastructure; and Elastigroup, which scales workloads using spot instances. It is delivered as SaaS and targets teams that want to optimise the cost, performance and availability of containers and virtual machines.

Spot was previously part of NetApp under the name Spot.io. Flexera completed the acquisition of this FinOps portfolio on 3 March 2025. Flexera is a US company; its press releases carry the datelines Itasca, Illinois and San Jose, California. The product is not open source. For a European organisation, the vendor therefore falls under US jurisdiction, including the CLOUD Act. Because the software has insight into cloud accounts and usage data, it is sensible to settle access permissions, processing location and contractual terms in advance.

Why digital sovereignty matters with Spot by Flexera

Spot by Flexera is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Spot by Flexera hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Spot by Flexera is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Spot by Flexera together with your other vendors and gives a total score, a heatmap and the main risk drivers.
