Venafi: sovereignty score and 8 European alternatives

Venafi supplies software for machine identity and certificate management: certificate discovery, lifecycle automation and PKI modernisation. Its SaaS offering was first called Venafi TLS Protect, then CyberArk Certificate Manager SaaS, and now falls under Palo Alto Networks' Next-Generation Trust Security (NGTS). Self-hosted variants also exist, such as Certificate Manager, Self-Hosted, built on the Trust Protection Foundation, plus SSH Manager and Code Sign Manager.

Venafi, Inc. was a privately held company in Salt Lake City, United States. CyberArk acquired Venafi from Thoma Bravo in October 2024, and Palo Alto Networks acquired CyberArk in February 2026; the ultimate owner is therefore a US company, which is the CLOUD-Act signal. The venafi.com website now redirects to Palo Alto Networks. The product is not open source. For a European organisation managing certificates and keys, the self-hosted variant is the option that keeps operations in your own environment; with the SaaS variant, location and jurisdiction depend on the contract terms of Palo Alto Networks.

Why digital sovereignty matters with Venafi

Venafi is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Venafi hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Venafi is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Venafi together with your other vendors and gives a total score, a heatmap and the main risk drivers.
