WSO2 API Manager: sovereignty score and 8 European alternatives

WSO2 API Manager is an open source API management platform. It supports designing APIs with OpenAPI or AsyncAPI, governance policies, versioning and publishing, and provides a developer portal, security policies, analytics and a gateway for REST, GraphQL, gRPC and WebSockets traffic. One control plane can also manage other vendors' gateways. The product can be self-hosted on your own servers, in the cloud or on Kubernetes, including air-gapped environments. A hybrid model, with WSO2 running the control plane as SaaS, and a managed cloud service also exist.

The source code is published on GitHub under the Apache-2.0 licence; a paid subscription adds a commercial production version and support. WSO2 was founded in Sri Lanka in 2005, has offices including Mountain View, London and Munich, and does most of its research and operations in Colombo. Since 2024 it has been owned by EQT, a Swedish private equity group, through its Asian private capital fund. When you self-host, you decide where the data resides. The sources consulted do not state where the cloud services are hosted.

Why digital sovereignty matters with WSO2 API Manager

WSO2 API Manager is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model. The ultimate owner is based in SE, also within Europe.

Data is hosted exclusively in the EU, so WSO2 API Manager scores best on data residency.

WSO2 API Manager is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs WSO2 API Manager together with your other vendors and gives a total score, a heatmap and the main risk drivers.
