xPlanBox: sovereignty score and 8 European alternatives

xPlanBox is a web application for managing urban land-use and landscape planning data based on the German XPlanung standard. It follows standards of the Open Geospatial Consortium and the INSPIRE directive and handles zoning plans, land-use plans, landscape plans and regional planning in several XPlanGML versions. Components include a validator, data management, map and data services (WMS and WFS), REST interfaces and document management. The software is delivered as containers and server software and runs on PostgreSQL with PostGIS.

The manufacturer is lat/lon GmbH from Germany. The source code of the open-source version is published under the AGPL-3.0 on openCode, the German public sector's software directory, and is part of the DiPlanung platform. According to the description, the application is offered within DiPlanung as SaaS (a “one for all” solution) for reuse by other public bodies. It can also run on your own infrastructure, in which case the planning data stays with your own organisation. According to openCode, users include the XLeitstelle, the Hamburg state agency for geoinformation and surveying, and Dataport.

Why digital sovereignty matters with xPlanBox

xPlanBox is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so xPlanBox scores best on data residency.

xPlanBox is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs xPlanBox together with your other vendors and gives a total score, a heatmap and the main risk drivers.
