3Cat: sovereignty score and 8 European alternatives

3Cat is the streaming platform of the Catalan public broadcaster, offering Catalan-language series, films, documentaries and podcasts alongside live channels. Each episode shows its duration and availability date, and viewers can watch live or play programmes on demand at 3cat.cat. The site also links to TV3, Catalunya Ràdio, 3Cat Info, SX3 and EVA, the other brands of the group.

The operator is Corporació Catalana de Mitjans Audiovisuals, SA (CCMA), a public company that manages the audiovisual communication services of the Generalitat de Catalunya, with an address in Sant Joan Despí near Barcelona. As a public company of the Catalan regional government, it has no foreign parent company. The legal notice does not state where data is hosted and does not refer to the GDPR by name. The service is not open source and is not available as self-hostable software. For a European organisation this is a publicly governed, EU-based offer, though it is a broadcaster's consumer platform rather than a business video service.

Why digital sovereignty matters with 3Cat

3Cat is headquartered in ES and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so 3Cat scores best on data residency.

3Cat is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs 3Cat together with your other vendors and gives a total score, a heatmap and the main risk drivers.
