admin.digital: sovereignty score and 8 European alternatives

admin.digital is a cloud platform for Swiss cantons, municipalities and organisations from Seantis AG of Lucerne. Its software base is OneGov Cloud, developed as open source within the OneGov.ch association. The platform bundles a municipal website with news and an events calendar, an online counter with forms and a service-ticket inbox, reservations with online payment, directories of authorities and people, publications for elections and votes, newsletters, search that includes PDFs, and an electronic seal for official documents. It is delivered as a managed cloud service.

Seantis AG is headquartered in Switzerland, which is not an EU member but is an EFTA country with an EU adequacy decision. The source code is published under the MIT licence on GitHub, which offers an exit from vendor dependence. According to the privacy page, databases sit with Swiss providers (Exoscale and cloudscale.ch); e-mail dispatch uses Postmark in the United States and payments go through Datatrans, Stripe or Worldline. No owner is named. Ask for a data processing agreement.

Why digital sovereignty matters with admin.digital

admin.digital is headquartered in Switzerland and falls under Swiss law, including the revised Swiss data protection act. Switzerland is not an EU member, but the European Commission recognises its level of data protection as adequate. Its Swiss headquarters does not by itself bring it under US legislation such as the CLOUD Act.

admin.digital hosts data in CH, US. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

admin.digital is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs admin.digital together with your other vendors and gives a total score, a heatmap and the main risk drivers.
