The software is installed by the organisation using it; the project website says it can also run in headless mode alongside a static site generator. The source code is available under the MIT licence. The project was founded by an individual developer and is maintained by a core team and a community.

Because Bolt runs on the organisation's own servers and the project has no provider-operated cloud, the organisation decides where its data is stored.
