Framer: sovereignty score and 8 European alternatives

Framer is a website builder and content management platform for designers and teams. Sites are designed on a canvas, and the company says hosting, security, analytics and a built-in CMS are included. The product is delivered as a cloud service, so the design and publishing tools run in the browser and the published sites are hosted by the provider.

Framer B.V. has its registered office in Amsterdam, the Netherlands. Its privacy statement says that hosting runs on Amazon Web Services and that the servers used are located in the United States. It states that transfers follow Chapter V of the GDPR, rely on EU model clauses and, where the recipient is certified, on the EU-U.S. Data Privacy Framework. The statement does not say that customer data can be kept only in EU regions. For a European organisation, the Dutch seat and GDPR transfer terms are relevant, but the US hosting location and the reliance on a US cloud provider belong in the risk assessment.

Why digital sovereignty matters with Framer

Framer is headquartered in NL and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Framer hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Framer is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Framer together with your other vendors and gives a total score, a heatmap and the main risk drivers.
