Apache OFBiz: sovereignty score and 8 European alternatives

Apache OFBiz is an open-source suite of business applications written in Java. It provides ERP functions for areas such as e-commerce, manufacturing and warehouse management, together with CRM, human resources and a web point-of-sale module. It also includes a framework that developers can use to extend the applications. The software is installed and run on the organisation's own servers and is not offered as a hosted service. It is an alternative to proprietary ERP suites such as those from SAP and Oracle.

OFBiz is a project of the Apache Software Foundation, a United States 501(c)(3) non-profit organisation, and is released under the Apache License 2.0. The source code can be downloaded, reviewed and modified freely, and no vendor service receives company data. Because the software runs on the organisation's own infrastructure, the organisation itself decides where its data is stored. The foundation is based in the United States. The 24.09 release line received a maintenance release in June 2026.

Why digital sovereignty matters with Apache OFBiz

Apache OFBiz is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apache OFBiz hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apache OFBiz is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apache OFBiz together with your other vendors and gives a total score, a heatmap and the main risk drivers.
