Apereo CAS: sovereignty score and 8 European alternatives

Apereo CAS is an open-source single sign-on and identity provider for web applications, offered in several languages. Alongside its development branch, the project maintains the 8.0.x and 7.3.x release lines; the latest release is version 8.0.2. Organisations install and operate CAS on their own servers or cloud infrastructure. The source code is available on GitHub under the Apache 2.0 licence.

CAS is managed by the Apereo Foundation, a non-stock nonprofit corporation incorporated in New Jersey, United States, with 501(c)(3) tax status. The foundation focuses on open-source software in higher education, and development and support are carried out by volunteers and contributors. Because the operator controls the deployment, a European university or public body can run CAS without sending authentication data to a provider outside the EU. Hosting, security updates and support remain the responsibility of the organisation.

Why digital sovereignty matters with Apereo CAS

Apereo CAS is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apereo CAS hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apereo CAS is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apereo CAS together with your other vendors and gives a total score, a heatmap and the main risk drivers.
