AWS IAM Identity Center: sovereignty score and 8 European alternatives

AWS IAM Identity Center is the Amazon Web Services offering for giving workforce users access to AWS accounts and AWS managed applications. An organisation connects an existing identity source, such as Microsoft Entra ID, Okta, Google Workspace or Active Directory, or manages users directly in the service itself. IAM Identity Center then handles single sign-on, assignment of permissions through permission sets, and a web portal for users. The service was called AWS Single Sign-On until 26 July 2022 and is delivered as a managed cloud service through the AWS console.

Amazon Web Services is part of US-based Amazon and subject to US law, including the CLOUD Act. The service is available in multiple AWS Regions, including Frankfurt, Ireland, Paris, Stockholm, Milan, Spain and Zurich, and the instance can be replicated to additional Regions. According to AWS, the customer decides in which geographic region data is stored. For GDPR purposes AWS points to standard contractual clauses in its service terms. An EU Region therefore limits the storage location, but not US jurisdiction over the provider.

Why digital sovereignty matters with AWS IAM Identity Center

AWS IAM Identity Center is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

AWS IAM Identity Center hosts data in US, EU, CH, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

AWS IAM Identity Center is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs AWS IAM Identity Center together with your other vendors and gives a total score, a heatmap and the main risk drivers.
