Chamilo: sovereignty score and 8 European alternatives

Chamilo is a free, open-source learning management system (LMS) for education and corporate training. It supports courses and learning paths, assignments, quizzes with more than twenty question types, surveys, a gradebook with badges and certificates, forums, a calendar, attendance tracking and learning analytics. It supports standards such as SCORM, LTI and xAPI, offers an API and is available in many languages. You install the software yourself (PHP with MariaDB or MySQL) or have a service provider host it.

The software is licensed under GPL-3.0. Since 1 January 2026 the project has been governed by BeezNest Belgium, after the Chamilo Association, a non-profit founded in Belgium that later moved to Spain, was dissolved. The privacy notice on chamilo.org still names a Spanish entity as data controller for that website. Because the code is freely available and can be self-hosted, you decide where your learning data is stored and can stay within the EU. With a hosting partner, that partner's jurisdiction applies. Chamilo is recognised as a Digital Public Good.
