ILIAS: sovereignty score and 8 European alternatives

ILIAS is a learning management system (LMS) that has existed since 1998 and originated at the University of Cologne. It is used by universities, businesses, schools and public authorities, for example for onboarding, training and continuing education. With its integrated tools you build learning scenarios tailored to your organisation. You can download ILIAS and run it on your own server, or have hosting, training and customisation provided by one of the service providers across Europe that work with ILIAS.

ILIAS is free open-source software under the GNU General Public License, so it carries no licence fee. Development is coordinated by ILIAS open source e-Learning e.V., a non-profit association based in Cologne, Germany. Since 2009 it has handled, among other things, the coordination of software development, release and test management and documentation. There is no commercial owner and no foreign parent company. Whoever hosts ILIAS decides where the data is stored, so a fully European set-up is possible.

Why digital sovereignty matters with ILIAS

ILIAS is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so ILIAS scores best on data residency.

ILIAS is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs ILIAS together with your other vendors and gives a total score, a heatmap and the main risk drivers.
