Clover: sovereignty score and 8 European alternatives

Clover is a point-of-sale and payments platform from Fiserv for retailers and hospitality businesses. It combines hardware, such as card readers and payment terminals, with software for taking payments and running a point of sale. It is delivered as a cloud-based platform on accompanying devices.

Clover is part of Fiserv, the payments company based in Milwaukee in the United States. In Europe, according to the Dutch privacy statement, Clover services and devices are provided by European Merchant Services B.V. in Amsterdam, which operates under the Fiserv name; in 2025 Fiserv acquired the Dutch company CCV to roll out Clover in Europe. According to the statement, personal data is shared within the Fiserv Group, including outside the EEA, under binding corporate rules. Where the data is stored is not published. The statement does not name the GDPR but refers to data protection laws. There is no self-hosted option; the group is American and therefore subject to US law such as the CLOUD Act.

Why digital sovereignty matters with Clover

Clover is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Clover hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Clover is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Clover together with your other vendors and gives a total score, a heatmap and the main risk drivers.
