Dex: sovereignty score and 8 European alternatives

Dex is an open-source identity service that sits between applications and existing login systems. Applications connect to it over OpenID Connect, and Dex handles the connections to upstream providers such as LDAP directories, SAML identity providers, GitHub, Google and Microsoft. Operators run it on Kubernetes, as a container or as a single binary. It is a federation layer rather than a user directory, so accounts stay in the systems behind it.

The project names no owning company. It is governed by the Cloud Native Computing Foundation, which operates under The Linux Foundation, and it is released under the Apache 2.0 licence. No foreign parent company that could be relevant under the CLOUD Act is therefore named. The operator decides where the data is stored, including in a European data centre. For a European organisation, the open licence means the code can be audited, modified and operated without depending on an external hosting service.

Why digital sovereignty matters with Dex

Dex is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Dex hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Dex is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Dex together with your other vendors and gives a total score, a heatmap and the main risk drivers.
