DocSuite PA: sovereignty score and 8 European alternatives

DocSuite PA is software for document management, electronic registry (protocollo informatico) and administrative procedure handling in Italian public bodies. It covers registration of incoming and outgoing documents, including PEC and e-mail, case files and dossiers, workflows with digital signature, the adoption and publication of administrative acts, transparency obligations and hand-over to a digital preservation provider. It is a web-based solution, written in C# on .NET, that you install on your own infrastructure.

The rights belong to the Italian local health authority AUSL Reggio Emilia, which released the software for reuse under the EUPL-1.2 licence. Dgroove Srl of Villafranca di Verona, Italy, maintains it and sells support, maintenance and development; the source code is published on GitHub. You can run DocSuite PA yourself, so that your documents stay on your own servers. Dgroove also offers it as a cloud service on Microsoft Azure; the hosting region is not stated in the sources consulted. Microsoft is a US company, so the US CLOUD Act may be relevant for that cloud variant.
