Google Pay is Google's payment and wallet service. Anyone with a Google Account can create a Google Payments account and link card and bank payment methods to it. The service processes transactions and is used, among other ways, through the 'Buy with Google Pay' button in merchants' apps and websites. It is a consumer service delivered through apps and websites.

Google Pay is offered by subsidiaries of Google LLC, a US company, including Google Payment Corp. For users in the EEA, the privacy notice names Google Ireland Limited as the data controller; for sellers on a Google marketplace it is Google Payment Ireland Limited. The notice does not state server locations and does not mention the GDPR by name. Registration data is stored with the Google Account and may be shared with Google companies, card issuers, payment networks and fraud-prevention partners. Because the group is headquartered in the US, the US CLOUD Act can apply to European users.
