HCP Terraform is HashiCorp's hosted platform for managing infrastructure as code with Terraform. Teams connect version control to CI/CD, share modules through a private module registry, apply policy as code and detect drift in their infrastructure. By default, Terraform runs execute on disposable virtual machines in HashiCorp's cloud; HCP Terraform agents let you run them on your own isolated, private or on-premises infrastructure instead. Access is through the web interface, the API and the Terraform CLI.
HashiCorp is based in San Francisco and has been part of the US company IBM since 27 February 2025, which is a CLOUD Act signal. HashiCorp offers a European variant, HCP Europe (recognisable by app.eu.terraform.io), which is available on specific contract plans through sales. HashiCorp has moved its software to the source-available Business Source License, so HCP Terraform itself is not open source. For European organisations this means dependence on a US owner, even when data is stored in the EU.
