The legal entity is Doxis AI Solutions B.V., a Dutch company. Klippa is a Dutch technology company that was acquired in March 2025 by the German Doxis (formerly SER Group), so the owner is in the EU. According to the website, the service runs on Microsoft Azure in a region of the customer's choice. It is not open source.
