Oney: sovereignty score and 8 European alternatives

Oney is a French bank and payment provider. Its offer includes instalment payment by card at partner merchants, personal loans and revolving credit, banking and payment cards, and insurance products. The company was created in 1983 by merchants and is a member of the BPCE banking group and of the Auchan group, through ELO. Its products are offered to consumers and to partner merchants.

Oney Bank SA has its registered office in Croix in the Nord department, with a mailing address in Lille. Because its group affiliations are BPCE and Auchan, both French, no foreign parent company is named. Its data protection policy cites the GDPR and the French Data Protection Act, and says that transfers outside the EU rely on adequacy decisions or the Commission's standard contractual clauses. The policy also names sub-processors in Morocco, India, Switzerland and the United States for specific tasks such as customer relations, operating systems, backups and fraud detection. For a European organisation, the French ownership is clear; processing by non-EU sub-processors matters wherever customer data is involved.

Why digital sovereignty matters with Oney

Oney is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Oney hosts data in EU, CH, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Oney is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Oney together with your other vendors and gives a total score, a heatmap and the main risk drivers.
