openDesk: sovereignty score and 8 European alternatives

openDesk is an office and collaboration suite for public administration. It bundles established open-source applications behind a single interface: email, calendar and contacts (OX App Suite), file storage (Nextcloud), chat (Element), video conferencing (Jitsi), document editing (Collabora), project management (OpenProject), knowledge management (XWiki), notes and a portal with identity management (Nubus). openDesk is a cloud-native suite on Kubernetes that an organisation installs itself or has an operator run; its documentation assumes Kubernetes and DevOps knowledge.

Since January 2024, openDesk has been developed by ZenDiS GmbH, the Centre for Digital Sovereignty of Public Administration, a publicly funded company of the German federal government. It builds on the Sovereign Workplace initiative of the German Federal Ministry of the Interior. The deployment project is licensed under Apache-2.0 and each bundled component keeps its own open-source licence. The suite is operator-independent: whoever runs the instance decides where the data is stored, for example within the EU.

Why digital sovereignty matters with openDesk

openDesk is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so openDesk scores best on data residency.

openDesk is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs openDesk together with your other vendors and gives a total score, a heatmap and the main risk drivers.
