Oracle Cloud Infrastructure Functions: sovereignty score and 8 European alternatives

Oracle Cloud Infrastructure (OCI) Functions is a serverless compute service that lets developers run and scale code without managing infrastructure. It is aimed at event-driven applications, microservices and integrations with other Oracle Cloud services such as Object Storage, Notifications and API Gateway. Functions are packaged as Docker images. Python, Go, Java, Node.js and C# are supported natively, and any other language can be used with a custom Dockerfile. According to Oracle, the service is built on the Apache 2.0-licensed Fn Project, Docker and CloudEvents. Access is controlled through Oracle Identity and Access Management, and secrets can be kept in Vault.

Oracle Corporation is headquartered in Austin, Texas, United States. The service itself is not open source, but the open standards make it easier to move workloads elsewhere. Under Oracle's data processing agreement, personal information is stored in the data centre region named in the order or chosen on activation. A European organisation can therefore choose a European region, but still deals with a US provider and the associated jurisdiction.

Why digital sovereignty matters with Oracle Cloud Infrastructure Functions

Oracle Cloud Infrastructure Functions is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Oracle Cloud Infrastructure Functions hosts data in US, EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Oracle Cloud Infrastructure Functions is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Oracle Cloud Infrastructure Functions together with your other vendors and gives a total score, a heatmap and the main risk drivers.
