Oracle Eloqua is a marketing automation platform from Oracle, built for B2B marketers. It belongs to Oracle CX Marketing, formerly Oracle Marketing Cloud, and is delivered as cloud software (SaaS). Its documentation covers email, CRM integration, the Engage, Profiler and Explore modules, apps, a Sales Tools add-in for Microsoft Outlook and a Platform API for custom integrations.
Oracle is a publicly listed US company headquartered in Austin, Texas, so the US CLOUD Act can apply even when data is stored in Europe. According to Oracle, hosting and delivery terms are set out in the Oracle Cloud Services contracts; the documentation does not name specific data-centre locations. Eloqua is not open source and cannot be self-hosted. A European organisation should have it confirmed in writing in which region its own Eloqua environment runs, and what access Oracle has to it as a US provider.
