Otter Browser is a desktop browser that aims to recreate the classic Opera 12 interface using the Qt framework. It offers a start page, content blocking with support for AdBlock Plus filters, a feed reader, configurable keyboard shortcuts and a password manager. For rendering it supports QtWebEngine (a version of Blink) and QtWebKit. Official builds exist for Linux, Windows and macOS.
Otter Browser is free software under the GPL-3.0 and is developed as a community project on GitHub; Michał Dutkiewicz started the work. No commercial company or cloud platform stands behind it: you install the browser locally and data stays on your own device unless you use external services yourself. There is therefore no foreign parent company. The source code is fully public and can be audited. For a European organisation, dependency mainly depends on the Qt engine chosen, since QtWebEngine builds on Chromium code.
