PDFCreator: sovereignty score and 8 European alternatives

PDFCreator is a PDF converter from pdfforge GmbH that creates PDF files from any application. The pdfforge website describes features meant to streamline document workflows and links to a download of the software. The website states that pdfforge is a registered trademark of Avanquest Software. A separate browser-based offering, PDFCreator Online, is listed alongside it.

pdfforge GmbH is registered in Hamburg, Germany. Since July 2022 pdfforge has been a division of Avanquest Software, part of the Claranova group. The provider is a company established in Germany, and so within the EU. The pages reviewed do not state where customer data is hosted and contain no GDPR statement. A European organisation should therefore confirm the data location and processing terms of PDFCreator Online or any other cloud service in the contract before use.

Why digital sovereignty matters with PDFCreator

PDFCreator is headquartered in DE and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

PDFCreator runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

PDFCreator is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs PDFCreator together with your other vendors and gives a total score, a heatmap and the main risk drivers.
