PiTre: sovereignty score and 8 European alternatives

PiTre (Protocollo Informatico Trentino) is a web application for the electronic registry and document management of public bodies. It supports registering, filing and classifying documents, digital signatures and certified e-mail (PEC), and integrates with, among others, electronic invoicing, an online notice board and a service for long-term preservation of digital documents. It is used by municipalities, valley communities, schools, museums and other public institutions in Trentino. You install it yourself on your own servers.

PiTre is owned by the Autonomous Province of Trento and maintained by Trentino Digitale S.p.A., the province's in-house IT company, based in Trento, Italy. The source code is published on GitHub under the open-source licence AGPL-3.0-or-later, so you can run it yourself. Data then stays on your own infrastructure and under your own control, with no dependency on a provider outside Europe. Documentation and examples are mainly available in Italian.

Why digital sovereignty matters with PiTre

PiTre is headquartered in IT and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so PiTre scores best on data residency.

PiTre is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs PiTre together with your other vendors and gives a total score, a heatmap and the main risk drivers.
