Pixlr: sovereignty score and 8 European alternatives

Pixlr is a suite of online photo editors, design tools and AI tools for browser, mobile and desktop. Pixlr Express is meant for quick edits, while Pixlr Editor suits more extensive work. It also offers AI features such as text-to-image generation, background and object removal, generative fill, upscaling and face swap. The service can be used for free without an account, with paid plans for additional features, and is delivered as SaaS.

Pixlr launched in 2008 and was acquired by Autodesk in 2011. In 2017, 123RF, part of Inmagine Group, bought Pixlr. The service is operated by Pixlr Pte. Ltd. Its privacy policy names no storage locations and states that data may be processed outside the EEA by other Pixlr companies and third-party processors, relying on binding corporate rules or European Commission standard contractual clauses. The software is not open source. A European organisation should have the processors and hosting location confirmed before use.

Why digital sovereignty matters with Pixlr

Pixlr is headquartered in SG, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor. The ultimate owner is based in MY. Foreign control undermines part of the certainty a European headquarters offers.

Data is hosted exclusively in the EU, so Pixlr scores best on data residency.

Pixlr is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Pixlr together with your other vendors and gives a total score, a heatmap and the main risk drivers.
