Portkey AI: sovereignty score and 8 European alternatives

Portkey is an AI gateway that routes requests to many language models through a single API. It adds retries, fallbacks, load balancing, caching, observability, prompt management and cost tracking, plus guardrails that check inputs and outputs for issues such as prompt injection, PII leaks and hallucinations. Teams can add their own guardrails through webhooks, and an MCP gateway is available. The core gateway is open source under the MIT licence and can be run locally, in Docker, as a Node.js server or on Cloudflare Workers. Portkey also offers a hosted cloud and enterprise private deployments on AWS, Azure, GCP, OpenShift and Kubernetes.

Portkey was based in San Francisco. Palo Alto Networks, a US company, completed its acquisition on 29 May 2026, and the gateway is now branded Prisma AIRS AI Gateway. The ultimate parent is therefore American, so US law, including the CLOUD Act, can apply to the hosted service. Self-hosting the open-source gateway lets a European organisation choose its own infrastructure. The sources do not say how the open-source project will be developed under its new owner.

Why digital sovereignty matters with Portkey AI

Portkey AI is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Portkey AI hosts data outside the EU (US, self-hosted). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Portkey AI is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Portkey AI together with your other vendors and gives a total score, a heatmap and the main risk drivers.
