Qovery: sovereignty score and 8 European alternatives

Qovery is an infrastructure platform that gives teams, human or AI agents, a self-service layer on top of their own cloud account. It handles provisioning Kubernetes clusters, deployments and day-to-day operations, with templates, per-pull-request previews, approvals and an audit trail. It is driven through a console, CLI, Terraform provider or API. Qovery follows a Bring Your Own Cloud model: according to the vendor, compute and data stay in the customer's own AWS, GCP, Azure or Scaleway account.

Qovery is provided by BIRDSIGHT SAS in Paris, France. Where your data sits is therefore determined by the cloud account and region you choose yourself: on AWS, GCP or Azure that means a US provider, on Scaleway a French one. Qovery's own service is hosted on AWS, with no region published, and its privacy policy mentions sub-processors in the United States. The deployment engine, Qovery Engine, is open source under GPL-3.0, while the platform itself is a commercial service. A European organisation looking for sovereignty therefore needs to examine mainly the choice of the underlying cloud.

Why digital sovereignty matters with Qovery

Qovery is headquartered in FR and therefore falls under European law: the GDPR, NIS2 and the Data Act. No foreign legislation can compel access to your data.

Data is hosted exclusively in the EU, so Qovery scores best on data residency.

Qovery is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Qovery together with your other vendors and gives a total score, a heatmap and the main risk drivers.
