SACER is the central module of the digital preservation system run by ParER, the archive hub of Italy's Emilia-Romagna Region. The software manages the whole preservation process for documents and files: receiving submission packages (SIP) through web services, generating archival packages (AIP) and making dissemination packages (DIP) available. It is aimed at public bodies that must keep digital records over the long term and is installed as server software on your own platform.
The software is owned by Emilia-Romagna Region through ParER and, according to the project page, developed by Engineering Ingegneria Informatica S.p.A. Both the Region and the developer are based in Italy. The source code is licensed under AGPL-3.0-or-later, and ParER states that the system is available as open source to public administrations that request it. The README lists JBoss 7, Java and an Oracle database among the requirements. You run it yourself, so documents and metadata stay within your own organisation. The project is also listed in the Italian Developers Italia catalogue.
