TunnelBear: sovereignty score and 8 European alternatives

TunnelBear is a VPN service that routes a device's internet traffic through an encrypted connection to a VPN server. It offers apps for iPhone and iPad, Android, Mac and Windows, plus a browser extension and a blocker. It is delivered as hosted SaaS; self-hosting is not possible and the software is not open source.

TunnelBear is operated by TunnelBear LLC, which presents itself as based in Toronto, Canada. Since March 2018 it has been owned by the US company McAfee, which according to Wikipedia brought the service under US jurisdiction; that is the CLOUD-Act signal for this provider. In its privacy policy TunnelBear states that it does not store personal data outside Canada, that Canadian law applies, and that it does not log IP addresses, DNS queries or the websites visited. These are the provider's own statements. For a European organisation, both the operator and the owner are outside the EU, and the VPN servers are located in many countries. Anyone using a VPN to shield traffic therefore relies on the no-logs commitment of a non-European company.

Why digital sovereignty matters with TunnelBear

TunnelBear is headquartered in CA, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor. The ultimate owner is based in US. Foreign control undermines part of the certainty a European headquarters offers.

TunnelBear hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

TunnelBear is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs TunnelBear together with your other vendors and gives a total score, a heatmap and the main risk drivers.
