UC Browser: sovereignty score and 8 European alternatives

UC Browser is a mobile web browser from UCWeb, part of China's Alibaba Group since 2014. According to the vendor, the browser includes a built-in VPN, ad blocking, video downloading, cloud storage and AI translation. UCWeb says the app is now available only for Android. The browser is an app installed on the device itself.

The website names a Guangzhou-based company as the copyright holder, and the privacy policy names UCWeb Singapore Pte. Ltd. as the data controller. The policy states that UCWeb maintains servers around the world and that data may be stored and processed outside your own country. It does not mention the GDPR. Traffic is reportedly routed through UCWeb proxy servers for compression, and security researchers have previously reported unencrypted data transmission. India banned the app in 2020. For European organisations, data protection and jurisdiction are therefore points to assess in advance.

Why digital sovereignty matters with UC Browser

UC Browser is headquartered in CN, outside the EU. Contracts and data therefore also fall under non-European law. The GDPR applies through contractual terms, but in a conflict with local legislation you have less certainty than with a European vendor.

UC Browser hosts data outside the EU (OTHER). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

UC Browser is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs UC Browser together with your other vendors and gives a total score, a heatmap and the main risk drivers.
