UNICA contabilia is a web application for the financial and administrative management of Italian public bodies. It covers drawing up the budget and budget variations, revenue and expenditure entries, financial documents, the outturn statement, petty-cash handling, VAT registers and general accounting, in line with Italian public-sector accounting rules. It is a module of the UNICA suite, which organisations can adopt in whole or in part, and it connects with national systems such as SIOPE+ and PagoPA.
The product is developed and maintained by CSI Piemonte, a consortium of public bodies in Turin whose members include Regione Piemonte and the City of Turin. The source code is published under the EUPL-1.2 and is also listed in the Italian government catalogue Developers Italia, so that other administrations can reuse it. It can be used as a service on CSI's open-source Nivola cloud platform, which CSI says is located in Italy, or installed on your own infrastructure; the technical requirements are Java, JBoss EAP and PostgreSQL.
