VMware Tanzu Platform: sovereignty score and 8 European alternatives

VMware Tanzu Platform is an application platform from Broadcom, which now owns VMware. It builds on Cloud Foundry, the open-source PaaS governed by the Cloud Foundry Foundation, and adds a control plane that spans several Cloud Foundry foundations. Tanzu Platform 10 also brings a Cloud Foundry-style developer experience to Kubernetes, so developers can deploy custom and packaged applications with a single command while platform teams manage infrastructure and governance. Built-in service binding connects applications to databases and middleware. According to Broadcom, it is the first Tanzu Platform release for self-managed, air-gapped environments.

Broadcom Inc. is incorporated in Delaware with its principal executive office in Palo Alto, California, so the product falls under US jurisdiction, including the CLOUD Act. Tanzu Platform is installed and operated by the customer, optimised for VMware Cloud Foundation private clouds but also supported on public clouds, so application data stays wherever the customer deploys it. European organisations still depend on a US supplier for licences, updates and support.

Why digital sovereignty matters with VMware Tanzu Platform

VMware Tanzu Platform is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

VMware Tanzu Platform runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

VMware Tanzu Platform is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs VMware Tanzu Platform together with your other vendors and gives a total score, a heatmap and the main risk drivers.
