A12: sovereignty score and 8 European alternatives

A12 is an AI low-code platform for building applications for public administrations and businesses, from application portals and online services to registers and complex specialist systems. It follows a model-driven approach: domain experts model the functional core of an application, starting from the data structures, while the technology stays separate from it. According to the vendor, the Enterprise Edition adds AI functions, both inside applications and for AI-assisted development, as well as support with an SLA. A12 is delivered as software that organisations install and extend themselves.

A12 is a product of mgm technology partners GmbH, a software company in Munich, Germany. Since May 2026 it has been dual-licensed: open source under the EUPL-1.2, plus a commercial licence for the extended Enterprise features. Because the source code is open and applications can run on your own infrastructure, the organisation keeps control over data, architecture and operations, according to the vendor. The project is listed in openCode, the software directory for the German public sector, where several German public bodies are named as users.
