Amazon DCV: sovereignty score and 8 European alternatives

Amazon DCV (formerly NICE DCV) is a high-performance remote display protocol for delivering remote desktops and applications from a cloud or data centre to almost any device. The DCV server software is installed on a Windows or Linux server; users connect through a native client or an HTML5 client to a session whose visual output is sent as an encrypted pixel stream. It supports multiple monitors, USB devices, audio, smart cards, file transfer and shared sessions, and Session Manager handles sessions across a fleet of servers.

Amazon DCV is a product of Amazon Web Services, part of Amazon.com, Inc., headquartered in the US. On an Amazon EC2 instance there is no additional DCV charge; elsewhere a licence is required. The server can also run on-premises or at other cloud providers, so data can stay on your own infrastructure. The software is proprietary, not open source. The AWS GDPR data processing addendum applies to AWS services; when you run DCV on your own servers, you decide where data is located.

Why digital sovereignty matters with Amazon DCV

Amazon DCV is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Amazon DCV runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Amazon DCV is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Amazon DCV together with your other vendors and gives a total score, a heatmap and the main risk drivers.
