Amazon RDS: sovereignty score and 8 European alternatives

Amazon RDS (Relational Database Service) is a fully managed relational database service from AWS. It takes over setup, configuration, backups and updates, so production databases run without you managing servers or database software. Supported engines include PostgreSQL, MySQL, MariaDB, SQL Server, Oracle, Db2 and the Aurora editions. Multi-AZ deployments replicate data synchronously across Availability Zones and fail over automatically to a standby.

Amazon RDS is a service of Amazon Web Services, part of Amazon.com, Inc. (headquartered in Seattle, Washington), and is therefore subject to US jurisdiction, even in a European region. According to AWS, customers control the region where their customer data is stored. AWS acts as a processor under the GDPR and offers a data processing addendum with Standard Contractual Clauses. Because the parent is a US company, legislation such as the CLOUD Act remains relevant. Choosing a European region helps, but it does not remove the dependency on a US provider.

Why digital sovereignty matters with Amazon RDS

Amazon RDS is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Amazon RDS hosts data in EU, US, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Amazon RDS is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Amazon RDS together with your other vendors and gives a total score, a heatmap and the main risk drivers.
