Apache Beam: sovereignty score and 8 European alternatives

Apache Beam is an open-source programming model for batch and streaming data processing. Developers define a pipeline once, in Python, Java, Go, TypeScript, Scala, YAML or SQL, and run it on an execution engine called a runner, such as Apache Flink, Apache Spark or Google Cloud Dataflow. This keeps pipelines portable between engines and reduces dependence on one processing platform. Beam is software that you run yourself or through a managed runner, not a hosted service.

Beam is developed in the open by the Apache Software Foundation, a US non-profit (501(c)(3)) whose projects use the Apache License 2.0. Because no vendor operates a Beam service, no Beam provider holds your data: where it is processed depends on the runner and infrastructure you choose. A European organisation can run Beam on its own servers or with an EU provider. If you choose Google Cloud Dataflow as the runner, processing falls under that provider's terms and jurisdiction.

Why digital sovereignty matters with Apache Beam

Apache Beam is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apache Beam hosts data outside the EU (self-hosted). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apache Beam is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apache Beam together with your other vendors and gives a total score, a heatmap and the main risk drivers.
