Apache James: sovereignty score and 8 European alternatives

Apache James (Java Apache Mail Enterprise Server) is an open-source mail server for the JVM. It supports SMTP, LMTP, POP3, IMAP, ManageSieve and JMAP and is written in Java and Scala. Besides a standard installation there is a distributed variant built on Cassandra, OpenSearch, RabbitMQ and S3 or Swift object storage, with horizontal scalability as a stated goal. It is installed and run by the user, for example with docker-compose. Organisations use it as their own mail platform instead of Microsoft Exchange or Google Workspace.

Apache James is a project of the Apache Software Foundation, a US non-profit (501(c)(3)) chartered in Delaware. The software is licensed under the Apache License 2.0. France's Linagora uses James as the mail server in its OpenPaaS product and contributes to the project. Because the software runs on your own infrastructure, the organisation decides where mailboxes and backups are stored; the foundation does not host customer data. The foundation's US legal form concerns the project itself, not data on your own servers.

Why digital sovereignty matters with Apache James

Apache James is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apache James hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apache James is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apache James together with your other vendors and gives a total score, a heatmap and the main risk drivers.
