Apache Pulsar: sovereignty score and 8 European alternatives

Apache Pulsar is an open-source distributed messaging and streaming platform. Messages can be consumed one by one or as streams, and the platform supports multi-tenancy with resource separation and access control, geo-replication across regions, and tiered storage. Official client libraries exist for several programming languages. Organisations run Pulsar on their own infrastructure; the project site describes no hosted service of its own. The software is released under the Apache License, Version 2.0.

Pulsar is maintained by the Apache Software Foundation, a US non-profit organisation, so US law applies to the foundation itself. The platform runs on infrastructure the operator controls, which determines where message and stream data are stored and who can access them. A European organisation can therefore keep event data within its own jurisdiction by hosting Pulsar there. Any managed service offered by a third party would be a separate contract and needs its own assessment before use.

Why digital sovereignty matters with Apache Pulsar

Apache Pulsar is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Apache Pulsar hosts data outside the EU (US). Personal data therefore leaves the EU, which requires a transfer mechanism under the GDPR and pulls the data residency score down.

Apache Pulsar is open source. You can audit the source code, self-host the software and keep the encryption keys under your own control. Switching is easier because data and software are not tied to a single party.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Apache Pulsar together with your other vendors and gives a total score, a heatmap and the main risk drivers.
