Avenza Maps: sovereignty score and 8 European alternatives

Avenza Maps is a mobile app for offline maps and GPS field work. Users load maps (such as GeoPDF, GeoTIFF and KMZ) onto their device and work with them without an internet or mobile connection. The app provides navigation, capture of points, lines, polygons, photos and notes with custom attributes, custom forms and support for external Bluetooth GPS receivers. Maps are prepared in Global Mapper and distributed to devices; collected data can be exported. The app is installed from the iOS and Android app stores.

Avenza Systems, originally based in Toronto (Canada), merged with Blue Marble Geographics of Hallowell, Maine (US) in 2026 and continues under that brand. According to the announcement, Blue Marble Geographics is backed by the investment firm Eterna Growth Partners. The privacy policy contains a GDPR notice but names no storage location. Because maps are held locally on the device, usage stays largely offline; for European organisations, accounts and purchases nevertheless fall under US jurisdiction.

Why digital sovereignty matters with Avenza Maps

Avenza Maps is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Avenza Maps runs on infrastructure you choose and control yourself. You decide where the data lives, including fully within the EU if you want — this is not a fixed hosting choice made by the vendor.

Avenza Maps is closed source, but you run the software yourself on your own infrastructure. The encryption keys and the runtime therefore stay under your own control, though you cannot audit or modify the source code. Ask about export options and open standards to limit software-level lock-in.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Avenza Maps together with your other vendors and gives a total score, a heatmap and the main risk drivers.
