Azure App Configuration is a fully managed Microsoft Azure service that stores application settings and feature flags centrally, so that applications read their configuration from a single store. It can be used from .NET and Java Spring applications and is delivered as a cloud service in the Azure regions that the customer selects. According to the vendor, data is encrypted at rest and in transit.
Microsoft is headquartered in Redmond, Washington, United States, so US law, including the CLOUD Act, may apply regardless of the region chosen. Microsoft's EU Data Boundary commits that customer data of in-scope regional Azure services is stored and processed within the EU and EFTA countries, subject to listed transfers and exceptions. The App Configuration product page does not itself describe data residency. Organisations should therefore select an EU region, check the EU Data Boundary configuration and review Microsoft's Data Protection Addendum before storing sensitive configuration data.
