Azure Cosmos DB is a fully managed NoSQL and vector database from Microsoft, available only as a cloud service within Azure. Its native model is a JSON document database with SQL-like querying and a flexible schema; the service also supports key-value, graph and table data, among others. Features include vector and hybrid search, automatic partitioning, multi-region distribution with automatic failover, a change feed and mirroring into Microsoft Fabric. You use capacity serverless or with provisioned throughput, and SDKs exist for .NET, Java, Node.js, Python and Go, among others.
Microsoft is a US company, and Cosmos DB is proprietary software with no self-hosting option. Data can be stored in European Azure regions, including France, Germany, Norway and Sweden, but as a US provider Microsoft is subject to US legislation such as the CLOUD Act, including for data in EU regions. Encryption at rest is possible with customer-managed keys. Where sovereignty requirements are strict, also consider how tightly your application becomes bound to Cosmos DB's own APIs.
