Blackboard Learn: sovereignty score and 8 European alternatives

Blackboard Learn is a web-based learning management system (LMS) for course management that can be integrated with student information systems and authentication services. It is used in higher education, government, corporate training and K-12; related products include Ally for accessibility and Evaluate and Illuminate for analytics. Blackboard offers Learn in three ways: self-hosted on the institution's own servers, as managed hosting run by Blackboard, or as SaaS on Amazon Web Services. For European customers, SaaS was introduced in 2017 from the AWS region in Frankfurt.

Blackboard is a US company. It emerged as a stand-alone business from the Chapter 11 restructuring of Anthology, which renamed itself Blackboard in March 2026; financial sponsors, reported to be the lenders Oaktree and Nexus, control the company. The product is not open source. For SaaS and managed hosting, US jurisdiction applies, including the CLOUD Act; self-hosting gives European institutions more control over data.

Why digital sovereignty matters with Blackboard Learn

Blackboard Learn is headquartered in the United States. US vendors fall under the CLOUD Act and FISA 702: US authorities can compel access to data, even when that data sits in a European data centre. That is the core of the jurisdictional exposure in our model.

Blackboard Learn hosts data in EU, OTHER. Exactly what stays within the EU — and what does not — is defined by the vendor's data processing agreement and sub-processor list, not by a setting you control yourself; check those documents for the precise scope, including backups, logs and support access.

Blackboard Learn is closed source and hosted by the vendor. The encryption keys and the runtime sit with the vendor and switching requires data migration. Ask about bring-your-own-key, export options and open standards.

What this means for your organisation depends on your whole stack and context. The free assessment weighs Blackboard Learn together with your other vendors and gives a total score, a heatmap and the main risk drivers.
